is it possible to open and modify existing PDF Documents?
I'm currently testing VPE with VB.NET.

VPE does not open or edit existing PDF files.
VPE is for the creation of reports and documents, which can be displayed on the screen and exported to PDF - besides other file formats and support for direct printing.
